well there are many people inside + gym leaders + trainers + nurses
its not like a billion people all outside, that would be crazy, however i have mapped in about 8-10 people outside (6 are blocking watercity north waiting outside the mart)
there is also a massive mart there + staff will make up a few numbers.
there are 8 floors in the mart over 2 wings.
so far the NPC count is:
Gym - 4 people
PC - 1 nurse + 3 shoppers (8)
dept store - 11 staff + 14 shoppers (32)
so thats 32 people and if there are like 3 people per house + pokemon thats 29
So without trying i have 61 people and rather that have people say things like: potions are handy, you should keep some on hands. lots of people will have info on things like:
~ Pokemon Locations (if possible remove the location section of the pokedex)
~ New Item uses
~ City Information
~ Route Infomation
~ In house miniquests/drama (for example - can you show my sick kid a pidgey?)
im working on the layout of east meddow and i think its too wide, but im not sure how to offset maps for connections, so i can make the connection smaller.
on the plus side there is only about 10 maps (plus insides), and water city is a MEGA city,
I'm not sure about the size of the maps/ number of people you are expecting to have in the cities - You can have gruelling route without making a tediously long map and the number of NPC scripts required for that single city is pretty darn daunting in terms of the time needed to give each one a decent thing to say.
I think Beta 1 should go from leaving the water city, then thru route 1 (im thinking about not having route numbers but rather names i.e: east meadow) then the pre-gym event, defeating the leader and also passing the test in the forest north of grass city.
Water city, the biggest populated city of the mirco-region with 100 people (golden rod has 70), and to the south have a second map which is like a port/beach area which connects water city with the sea route.
East Meadow, is a grass maze styled area, which is very long (about 100 X 25 tiles) with a bed and breakfast in the middle (healing cost $700, also has fresh water for sale), with lots of grass and slightly gruelling path.
Grass City, is a Eco-friendly city (solar pannels and mulch bins?) with lots of green, the gym leader(dr. weedle) also works in a natural medicine lab(which sells the bitter objects but later on has new products like: Green Potion, heals 90hp and is made of old potion bottles and soft berries.) The gym is very eco friendly and has 3 trainers, who use a mixture of grass n bug pokemon.
haunted forest is a maze like forest with fog and purple trees, it has lots of warp panels put there by its inhabitants of a cult of psyic trainers and shrine women. getting thru the maze and warp pannels there is the leader of the cult who gives u cut for making it thru.

ill be uploading it soon. im just wondering if i should look for a pixel artist, i need like 7 characters made (4 gym leaders + the elite trio).

Judging from your conversation with Glitch, there are only a few things that would require us to move the ROM back and forth (So long as no two people are working on the same part at the same time). I think that if we quickly establish a ROM base first we won't need to exchange over nine thousand ips files. This would be made up of the things that would drastically affect the game and take effort to reverse (e.g me changing the Pokedex) before we all set to work on our individual projects. Things like mapping, scripts and tiles can be easily sent to other member without the need of a continually changing ROM base. Eventually when we need to have a ROM with everything inserted onto it, one person can recieve any remaining uninserted maps/ scripts that others have made and insert them. This could also happen more regularly (every one or two towns) so that everyone is up to date enough to have a good basis to work from while also allowing new members to pitch in.
It would take a bit of time, but it will allow everyone to be busy rather than playing pass the parcle with a new ROM base every couple of days.
EDIT: Wow I rambled, but I'm not sure if my logic is entirely correct :/
To properly limit the Pokedex to 75 would require heavy ASM, but I believe that I can arrange the Pokedex in such a way that the 75 in-game Pokemon you want will take up the first 75 slots and therefore give no indication that it may be longer.
