In that picture you showed me there is a drop down menu where you've selected 'Palette2' in blue. Select which palette you want to use and tileset should change to reflect your choice. You can then make your tiles with that new palette you've chosen.
To be honest, I'm not really getting what you mean by this either - It just looks like a regular tileset/ blockset. Are you asking how he manages to get things like signs that are grey into his blockset when the palette you're looking at is completely different?
but how do people squeeze in so many different trees with different palettes inside but still manage to get it perfect? Take a look at this picture to know what I mean:

This is where you have to plan ahead and determine how you're going to use your 6 palettes per tileset. If you have an extra free palette then try inserting your tiles into that. You really have to think ahead when you're editing/ inserting tiles to make sure that everything you want to insert can fit within your limited palette numbers.
Hey, I have a problem, I am trying to insert a tree this time, but There are many other things that have the same Palette as the tree the I have recoloured. When I try to change the Palette to the original tree palette's palette, other things get screwed up. How can i fix that?
