Mini-modding is when you try to do a moderator's job, ie telling people off in a thread for breaking the rules (when you could just report that person). Mini-modding is generally looked down on, as they look like suck ups, and nobody likes a suck up.
I think you're reading a little bit too much into it.
Look, it's the internet, and furthermore, it's Pokemon. I like both, therefore I like what has come of it (ie, becoming interested in hacking- though you couldn't really call what I do 'hacking'- and my being modded). If people don't like aspects of either, I really don't care. (Of course I do try to be a good mod, though- I just worry about criticism when it's delivered in an appropriate way, as opposed to people bad-mouthing me for nothing). But hacking, meh, I couldn't care less how many people like my work when I post it. Sticks and stones can't even reach the 'shell of my username', and words can never breach it, so yeah, it's totally worth it.
