    I understand. However, I kinda wish Raichu could learn Ice Punch and Fire Punch.

    I think it's strong enough as it is right now (can easily beat water pokemon at higher levels than its own, often with just one thunderbolt). However, I think I made it so that raichu can also learn all of pikachu's moves but at higher levels instead.

    With buffing Raichu, I mean upgrading it to make it better. You know, things like increasing its stats, adding more moves to its movepool, things like that.

    I don't really understand what you mean here but Pikachu is catchable in Southern Edge (starting area) just like that woman in there tells you (with a chance of 1-3%). Evolution stones can be bought in Greenwood Town.
