    I'm pretty sure SDSME (Spiky's DS Map Editor) can edit Wild Pokémon in HG/SS, as well as edit maps.

    I wouldn't have a clue on how to do that, sorry. xD

    My best advice would be to research the ROMs and learn about the assembly programming language (which I don't know about yet). ;)
