    Idk.. stickies are more for the most active/important threads and I don't see it geting much useage. Furthermore, one can also rng for non-fourth gen games so it wouldn't make sense to have a separate question sticky for only one gen, nor to have a question thread and a second one for only one aspect of the games that the average player wouldn't use anyway.

    The 4th gen Help thread sticky (top of 4th gen discussion section) would probably be the best place as I don't know of any rng question threads.
