The thing is, you can't. The 'Fanfic of a month' section hasn't had one added to it for quite some time now - isn't in use. And I guess back then the mod/s decided what fics got in there as well when it was in operation.
...contests. Well, not many happen here (not any I don't think), but occassionally on other forums one can find a contest. There's one going on on Serebiiforums ATM, in fact. And you win contests by writing a better entry then all the other people. But who is this 'Lily'?
Reveiwers - well, I am a reviewer, I guess. Not always a free one but from time to time I review stories I follow or new ones, occassionally take requests as well if I have the time. (I also Beta read fics elsewhere).
Last question... well, don't think I can answer this really. As it says 'if you see'... but if you do ask people make sure beforehand they aren't too busy and ask nicely as well. Hmm, on Serebii there's also a reviewer's thread (like the Beta Reader thread), but not on here...

Well, hopefully the first post in the thread covers it all... basically anyone who who wants to be a Beta Reader - a person who looks over one's story before they post it and offers advice on what to improve, mistakes, etc - can apply and be added to the list of Beta Readers available. Then someone who needs one can simply look at the list and contact anyone who they think will help them best for their story.
Alternatively, if one still isn't sure who they want as a Beta Reader or can't find a free one, they post in the thread using the outline provided giving infomation on what kind of Beta Reader they need, their story, etc. Then I update their details into the first post so others can see.
Basically a system to help others find a Beta Reader for their work, and particularly good for 'newbies' to improve, although they are good and helpful for everyone. (I used one myself for my most recent story, for instance).

That's because I've been at writing for at least a year now, and have learnt a lot about writing. Only have the one fic anyways (well, two, one going to be released soon-ish after betaing of it is done), and the fic as it is now (especially the first few chapters) are better then what they were originally. Still, good to hear they're still enjoyable.
Just keep at practising the writing, and widen your knowledge by reading other fics (and reviews too, I guess). Entertaining to do and you learn as well!
