    That rule is in the first post of the thread:

    If you're wanting to post a map then you have to review a map previously posted or your post and any reviews its been given will be deleted.

    'Scuse me good sir, but why was my post deleted in the Map Rating thread?
    You said "No rating/review" but I don't see anywhere that you're required to do that if you want a map or two of yours to be rated.
