Yup. There should be enough map names to fit all Kanto and Johto maps ;)
Just make all Kanto maps one region and the Sevii Islands maps the other region.

So off the top of my head a reasonable number of towns for a region is about 11, give or take a few, as far as FireRed is concerned. If you follow that, you should be able to fit two full regions in towns alone. You usually have about half that number in caves/forests/etc. There should be enough route maps to fill the space in between (there are ~50 maps for routes already in bank 3).
