There's plenty of outdoor lights on Route 5 in the example maps. Regular lights work in the same way, except they're always on.

Autotiles can already be animated. There's no need to use gifs for them.

I don't know anything about using gifs in RMXP or Essentials, so I can't answer your question.

Those parts of RMXP are not used in Essentials. Everything you need is in the PBS files.
