It'd definitely be worth it. Aside from all of those things, Quartz has the foundations of a decent hack, so if he lets you fix it up a lot little, that'd be pretty cool. Good luck! :)

Unfortunately, I'm not sure if there really is a loophole to slip through :/ Basically the only way it's ever okay to make any sort of edits to a hack is by getting the permission of the original creator. I mean, if I said you could edit Quartz, then what would hapen if Baro came back and didn't want you to have done that? You'd have to remove it and all, but the damage will have been done and people will have already gotten the hack. So I'm afraid it's a no, but sorry :(
Although I'm not sure Baro has quit the internet entirely, the last time he was around PC he had what seemed to be a fairly big project in the works. I'm sure you could find him somewhere, and he mightn't mind the idea. He is, in fact, aware of all of thise things you mentioned were poor in Quartz, so he might see.your reasoning. That's the only way you'll be allowed, I'm afraid :/
