It's not tattle-taling, the type of services I mentioned are there for a reason, they're there to be used. If they didn't exist it would be a cause for complaint that you couldn't get any official action for your grievances.
I understand what you're saying if it's petty stuff, Elliot Rodger had his friend arrested for stealing $22 worth of candles. But people are notoriously short-sighted when it comes to the effect they are having on others. Until a bully is confronted by either the victim or more likely authority the common excuse was that it was "just a bit of fun." Sometimes that is just a lie and they are sadistic but not always, hopefully. Still, it's enabling victimisation if you don't say anything and just expect the other person to realise everything that is happening in your head or don't make them learn there are consequences for their actions.
I've been to places on the internet where there is no responsibility for what you say. It's actually quite enjoyable. Not because I like to mouth off at everyone I secretly hate but open conflict is better than subsurface tension, in my opinion.
