Just open the ROM with Advance Map, go to Movement Permissions and in the Route 10, in the zone where the Pokeball actually is you will see some "1" in red, change them with the violet block with a "C", and that's it.
Save, go to that Route, pick the TM and teach it to a Pokemon.
