how don't u know how to resize just download the tilesets from WelseyFG Deviantart.
right click on it edit in MS paint.
click the select tool on the tools tab where u use the eraser and such.
right click on the whole tileset and click select all and than click on the whole tileset again and click SCRETCH/SCREW.
than u see an text box with horizontal and vertical both 100% just change 100% to 200% manually and click ok.
than adjust the tiles to an actuall rpg tileset.

yes, but you need adapt for RPG MAKER, increase in 200 % and insert in one tiliset.

Ah, well here college is pretty much not a choice just a choice to which one XD, I'm doing mechanics so not so sure where you could take game designing. I can't remember the course names for each country.
