    Same way u post on a profile. Accept the message box is way at the bottom. If there is a little thing right above the creators profile pic saying "closed", then u can't post on the thread.

    Ips patches? Simple! Open up Lunar IPS. There should be a little window that comes up displaying ur options. Click on "Apply IPS patch". There should be another window that comes up being the program u use to store ur files. Out of that, find the .ips file that u want to use and click "open". Then the same thing will pop up. But this time u have to select the file u want to patch like the rombase if ur playing a ROM hack. After that, click "open" again and presto! Open up the original file (rombase) and It should come out as the ROM hack ur playing (If ur playing one).

    I don't think putting it into a file will work. I guess its just not compatible with vista. Can't someone just share the files from the ROM?
