    You can only do that with Cut, Rock Smash and Strength since they have script offsets. In those offsets, you find the flag that needs to be set (a badge is a flag) and change it to your needs.
    For other HMs, you need ASM.

    You're obviously not getting something right.
    ASM is HEX.
    Anyway it can simply be done by changing the flag in the script.
