Then trade it to me. I'll fix it up for you. You can't get Ice Punch in Gen IV, though, so I'll replace it with... maybe HP Ice. I can use 196 Attack/64 SpAtk/252 Spe to give adequate power to HP Ice. How does that sound?
If it has a Jolly nature, Volt Tackle or Wild Charge is much better than Thunderbolt (Jolly Hinders) with 4 HP/252 Atk/252 Spe
