Yeah, you could, or you could just play FR/LG and hack one in. If you're doing an Ultimate Dark or Steel, you don't even have to do Kanto (if you look at the OP, it just has Johto, Hoenn, and Sinnoh regions). So, I guess if you wanted to do Dark or Steel in Kanto for a more complete UMC, the first part would actually fall under my jurisdiction. For Dark and Steel, I'm perfectly all right with you hacking in your entire team at appropriate levels. Like for Dark, you could start with Murkrow, Houndour, Poochyena, Seedot, Cacnea, Carvanha, or Corpfish, and later get Sableye, Sneasel, and Absol. Don't hack all 7 of them in at the very beginning, get yourself started with 2 or 3 of them for a bit, then hack the rest in.

For Steel, you can start with Magnemite, Pineco, Aron, or Beldum, and later get Steelix, Skarmory, Scizor, and Mawile. Catch my drift?

Yeah, but make sure you hack in a low level (derp I know, but I've seen people hack in lv. 100s before) Pokemon that could potentially be seen as an early game Pokemon. That means like, for Steel, you can hack in a Magnemite, but not a Steelix (if that make sense).

So for Dragon RBY, you can obviously just hack in ONE Dratini, for Ghost ONE Gastly, and for Ice either a Shellder or Seel. Lapras and Jynx are not beginning level Pokemon and Articuno is banned.

I do some of both. I have No$, but since I have VBA and no Cartridges for the first three gens anymore, I usually end up playing one of those instead. When I'm out and waiting on someone I usually play DPPt games on my Special Edition Dialga and Palkia DS (which my girlfriend got me for Christmas). But now that I've heard the news, I'll probably end up playing more DPPt games.
