    This is my plan of action to crack down on reputation abuse.

    An Administrator will post a thread stating that anyone sending spam rep in the system will be sent an infraction worth 7 points, never expires and will remove rep rights for that user until an admin sees fit to reverse the infraction.

    And I would love to be a mod. I'll create a group for me, you and Rukario (PPNSteve) to talk about this rep problem. Okay?

    Rep power is different to the amount of rep points you have. You told me you have -140 rep points. Meaning your rep power is 0.
