They need to be able to feed themselves more than they need social interaction; the exception rises from necessity. Current needs always come before potential future needs; if you die from starvation, it's not going to matter how well-adjusted you are.

As for being mandatory to begin with, I would argue that extra-curricular activities usually have a dual purpose, in that they accomplish the same thing as socializing with friends, but also serve some other end (fitness or academia, for example).

And you'd better hope Lightning doesn't see it either 'cause then I'll know you pressed report and then I'll hike over to "Shibuya, Japan(not really)" and kick your ass.

I disagree with the assertion that IQ is an accurate reading of anything, but I won't really go into detail about why. Suffice it to say that trying to measure one's ability to learn isn't something that can be done with a few hours and an arbitrary number.

I think that at least one or two extra-curricular activities should be mandatory, as it encourages interaction and builds social skills, something which would otherwise suffer from a prolonged school day. Also, it's a good chance to meet people with similar interests. The only exception would be for people who need to do work, like children of farming families or economically-challenged people.

Oh I think I get it. It's because they're like cherries which make great pies, right? That must be it. It's the pies.
