Those are the Generation III move lists. Because it's a hack of Emerald, that puts it in Generation III, meaning these are the levelup move orders. I don't think diego did anything to those lists. This does mean it won't learn Razor Leaf at Lv.14 when evolving; it's learned at Lv.13. Go back and find a Lv.12 one (or breed it with a Ditto and evolve that one by Lv.13).
