The only change in this Ruby hack would be the Elite Four. However, what makes this hack different is that the trainers PKMN can have stats like 850 HP, 700 Attack, 650 Defense, and other custom stats that ignore the Base stats.     Sorry,I'm not good at ASM,but still there's a way for you to make your idea into the game,just use the unused Pokemon data,edit them into the Pokemon which you're about to make them have stats like 850 HP, 700 Attack, 650 Defense,and then change its basic states higher to make them be able to get the actual stats which you want to make them to be,this way might be silly,but it can be easier,after all,just as I said,I'm not good at ASM.

    I'm sorry, but I can't help anyone with their hacks as my free time is really short.
    As for the ASM, I'm not knowledgable in that field...

    It should be possible but like I said, I have no idea how to even attempt it as it isn't my field of expertise.

    If you just want to change their Pokemon/ moves then it shouldn't take long at all if you use A-Trainer or a similar trainer editing program.

    The only way you would be able to inflate the stats of Pokemon in a trainer battle would be through the use of ASM. Unfortunately I don't know how to go about doing that so sorry I can't be of any help.

    Anyway, you would be able to do that through asm or possibly the writebytetooffeset command. I dunno which offsets/bytes you'd actually have to change though, sorry :(. Ask someone smater. But can I ask, why would you even want that? lawlz

    Take a look at my Pokémon Red - Gen. II Graphics Patch!
    Play through the original Pokémon Red we all know and love with huge improvements such as all new sprites from GSC!
    No more pixelated "grainy" back sprites!
    It's kind of like a sneak-peak to alot of the features included in my main hack, Pokémon Prototype!
