I can;t do sprites for your fakemon yet, because I am currnelty making my own fakemon hack.

BUT I can give you stats, abilities, typings and names for new fakemons, and when I've finished my hack (probably in a few months time) I can sprite for you too

To make new fakemons, you'll need three hacking tools (which you can easily find on Google and download):
YAPE - Yet Another Pokemon Editor - to do all the stats, pokedex descriptions, movesets, typingd, evolutions and abilities.
Advanced Pokemon Sprite Editor - to insert new sprites into the game.
Advanced Sprite Position Editor - to put new sprites into the right place.

When you've downloaded these things, and a FireRed, Emerald or Ruby ROM to work on (these tools only work with those ROMs), paly around with YAPE so that you understand how it works. Then come up with some fakemon ideas and PM me about them and i'll help you.

I could design pokemon for you and come up with idea for you if you want Fakemon, or I could direct you to tools to use for basic hacking, but if you mean TRUE hacking - hex editing, etc. - then no, sorry, I'm not.

Ok thanks I was thinking of making one for SoulSilver & HeartGold. If I'm successful you can be the first to test it.

I've never made a hack but I heard it's pretty complicated and takes time. That being said, it's not like it can't be done. Seeing as I've never made one, I can't really help you out, my good man. :[ But you can always check the emulation forum. There's a ton of good guides there to help you get started. :o
