I know but how do I fix it I really want to progress

Go down to the bottom floor of the submarine. Surf around until you catch a Magnemite. If you run out of Pokéballs, whacking the Pokéball dispenser in the little room up the stairs in the top right of the bottom floor will yield 3 of them. Make sure your Magnemite has ThunderShock (almost all of them do) and bring it back to the elevator...
