It won't work because the 3DS' security blocks the Action Replay. I don't think Datel will issue a fix, unfortunately. You'll have to get a DSi or Lite if you can find one.
btw, interestingly, if you take the old Action Replay that works only on the old DS systems, it can still be read on the 3DS but also will not start.
