Ooh I like the plan of the signature size scroll. I think it'll be good as it won't stretch the page if something goes nuts because some kind of CSS malfunctioned.
Perhaps a small addon to that, but perhaps the forum could notify you if your signature is too large. If it has to display the scrollbar, or if the filesize exceeds 1MB, it should notify you and tell you to modify the signature.
