They could be in each Gym City. You go there to battle 3 trainers to help you level up for the Gym. The trainers would refresh once or twice a day. This would ease the pain of not having rematches. (though, they better just have rematches, come on)

Please give Pokemon Conquest a chance. It is a good game and I want a sequel on the 3DS.
