Seriously, let that be the only way out of the area. Make the player think about it and commit the time. If they do, they deserve to use it. Someone delaying evolution of Salamence will not be able to learn the move; it's only learned upon evolution at Lv.50.
BTW, Rayquaza learns it naturally too, in case you have Rayquaza fought by this point.
