My favorite region is Sinnoh, so I'd problably settle somewhere around there... Maybe a smaller, more rural town like Sandgem.
As for a pokemon parter, I really could care less. But if I had to choose out of all six-hundred-some pokemon, I'd go with Tangela. I just like Tangela for some odd reason.
