Actually Golurk does fly like a rocket in the anime. (putting the rest in spoilers because I reference newer Best Wishes episodes)

Spoiler:
A trainer flies around the world with Golurk looking for Meloetta. It turns out, he and his people lived hidden away protecting Meloetta, who was captured by Team Rocket. Anyways, Team Rocket needed Meloetta to activate a seal in the Abyssal Ruins which gave Giovanni the Reflecting Mirror. The Mirror gives the power to control the genie trio; therefore, power to control nature. So what I think Golurk were created to protect was Meloetta, so that the Mirror didn't fall into the wrong hands. The flying "threat to the world" would have been the Genie trio under someones control, like Giovanni.
