I'm going to just pick my favorite from each region. I don't really have a clear favorite:
Kanto: Giovanni, Blue
Johto: Pryce and Clair
Hoenn: Wallace/Juan
Sinnoh: Volkner
Unova: Drayden
Most of them happen to be the last gym leader of their region, which is why I like them; they pose the biggest challenge.
