Jynx would only be broken in Hail teams, which truth be told, I don't think they're really that common anymore anyways. I imagine it's evo's base speed would be something around 120, which I agree would be kind of pushing it, but Jynx was always kind of a frail Pokemon anyway, and I don't see that changing much(if at all) with it's evolution. It'd just be a glass cannon if anything.
