What is large-scale pollution? Because, as far as I'm concerned, that is what
do, not individual people - lots of people are accountable for in that case so who gets executed?
Which I why I gave the silly examples of 'ordinary' pollution. It's a silly, unrealistic, law that seems impossible to implement.
