No, and this question is a little silly, considering there are many Japanese people on PC. Google Japanese websites, many of us don't speak Japanese, (although some do).

There are some websites where people learning different languages can write journal entries and have native speakers help them, but that's more of a language learning resource and I can't for the life of me remember the names of any.

LiveMocha is one of those sites Scarf mentioned.
You can go into the Japanese program and look for native speakers trying to learn English.

Also you can always try Omegle and hope you get lucky xD
