^ could be just as good as he wants if he practices enough.
That's what makes drawing more awesome than say, Sports. Because you can be equally as good at drawing no matter what genes you have.

Even accidents or such can't destroy one's ability to draw. Look at Mark Crilley. Due to an event earlier in his life, he will most likely never be able to hold a pen "normally". Yet he is one of the most famous western manga artists in the world.

This is going slightly off topic.
