3rd Gen Meowth didn't Evolve?

I gave my Meowth to the Day Care Trainer and Meowth grew 22 levels to level 33.

From what I read Meowth was supposed to evolve at level 28.

Any reason he didn't?

Just to note he wasn't holding any items that would have prevented him from evolving.
