Yes, I got luck symbol during open battle. I recommend lvl 50 if you train your pokemon from scratch just for the battle frontier though.

Make sure that all of your Pokemon that are entering the open level is above 60 and in the same level. Basically any Pokemon form level 51-59 will have level 60 opponents

Train to level 100 so all the EVs are counted and all that. My level 100 team has done great, while my lv. 60 team isn't all too good.

I suggest you do the lvl. 50. If you do open level, the pokemon are usually a lot more difficult to defeat. The only problem is that some pokemon don't learn their best attacks until after level 50...
