A new start

I think that for members to best understand the way the staff works is for it to be completely transparent (at least, at moderator-level). This is also a great way for potential moderators who may have applied through the mod applications to learn how to act, and so on.

This is the start of a better PC. I've disabled posting for members, however since I think only staff need to post, but you'll be able to see our decisions and so on as they're being made. It might also encourage staff to be nicer to each other if they know the members can see.
