I'm trying to figure out if there are enough moon stones in Gen II to evolve all four of the Pokemon that need one. It seems to me that there aren't, but it depends on whether the Clefairy event can be done more than once.

If there aren't enough in Generation II, are there enough in Generation I to spare some?

Yes, the Clefairy event can be done multiple times.

You can do the Clefairy event multiple times, as it's already been said. And with that, I'mma close this. Also want to note that even if you have some to spare in gen I, you can't trade them over to gen II because Pokemon can't hold items in gen I.
