I just restarted my Fire Red the other day. I already have four gym badges and I'm about to do the Silph Co. building fiasco with Team Rocket. I will list my team the way it is now along with each of their current move sets and what I want their final move sets to be.

My Team:

- Venusaur Lvl: 32
Current Moveset: Sleep Powder, Poison Powder, Leech Seed, Razor Leaf.
Final Moveset: Sunny Day, Solar Beam, Synthesis, Sleep Powder.

-Nidoking Lvl: 32
Current Moveset: Rock Slide, Dig, Thrash, Double Kick.
Final Moveset: Mega Horn, Sludge Bomb, Earthquake, Shadow Ball.

-Raichu Lvl: 32
Current Moveset: Thunderbolt, Quick Attack, Brick Break, Thunder Wave.
Final Moveset: Brick Break, Rain Dance, Thunder, Thunderbolt.

-Pidgeotto Lvl: 31
Current Moveset: Wing Attack, Aerial Ace, Gust, Quick Attack.
Final Moveset (Pidgeot): Agility, Aerial Ace, Fly, Featherdance.

-Arcanine Lvl: 31
Current Moveset: Bite, Roar, Ember, Take Down.
Final Moveset: Fire Blast, Flamethrower, Extremespeed, Roar.

-Cloyster Lvl: 26
Current Moveset: Withdraw, Water Pulse, Supersonic, Aurora Beam.
Final Moveset: Ice Beam, Spikes, Explosion, Surf.

Also fine

-Arcanine Lvl: 31
Current Moveset: Bite, Roar, Ember, Take Down.
Final Moveset: Fire Blast, Flamethrower, Extremespeed, Roar.
Your choice here, but maybe change Fireblast for something else, due to the fact that it isnt accurate

-Cloyster Lvl: 26
Current Moveset: Withdraw, Water Pulse, Supersonic, Aurora Beam.
Final Moveset: Ice Beam, Spikes, Explosion, Surf.
Spikes aren't too great in-game I belive, so change that for something like Toxic

I'll make my changes accordingly. The only thing, is with Venusaur. I was thinking since Venusaur is such a tank, I could just use Sleep Powder, Sunny Day, then Solarbeam and heal with Synthesis when needed.

Personally I'd leave Earthquake on Nidoking since he gets STAB. For Venusaur I'd use Growth+Giga Drain, because with Solar Beam you need to set up sun, which makes it inconvenient if you just need to kill something quickly. (You can use PP Ups for Giga Drain).

Spikes could work well with your Arcanine's Roar. Set Spikes, send in Arcanine, Roar, repeat. If you can afford it, I'd suggest you put Ice Beam on Nidoking to have a backup for Lance's dragons. Right now, if your Cloyster faints you have nothing except perhaps Raichu.

You're a little weak to Sabrina with two poison types, but eh.
