Yes, you can give an opinion on this forum, but as this is MrDollSteak's project, it is ultimately his decision as to what is accepted and what isn't. The most important factor is the
art style. It seems that many people making submissions don't seem to understand that - the art style is supposed to match that of what was used in the official Pokémon games that were on the Nintendo DS. To be more specific, the anime-ish high-contrast shading style that was used in the HG/SS and B/W (Gen V mons) sprites. If you submit a sprite that's in a totally different art style, MrDollSteak will not accept it no matter how 'good' it looks. You have to ask yourself this before making a submission - does that sprite look like it came from the same game/artist as the other sprites, or does it look like it came from an entirely different game/artist?
Even though we're all different artists with our own styles, this particular project involves mimicking a specific art style that was done by whoever drew the HG/SS and B/W sprites (I'm 90% positive that Game Freak used the HG/SS sprite artist for the B/W sprites), which involves dark outlines, usually two main shades and a third bright shade used sparingly, and bright, vibrant colors, the overall look mimicking Japanese anime.
Maybe some people don't care about the sprites having a consistent style, and all those people care about are having usable Gen VI sprites in ROM hacks regardless of what style they're in; but the whole point of this project is to create DS-STYLE SPRITES. Why DS? Because someone recently completed a resized sprite resource consisting entirely of DS sprites resized to 64x64 for use in GBA ROM hacks, and this project is an extension of that project. The reason why that person resized sprites from Gens 1-3 even though he didn't have to because of sprites already existing for them, he wanted to make sure that ROM hackers can use resized Gen IV and V sprites without worrying about style-inconsistency.
