how about this:

Naive Electode with 415 Speed and 252 Sp. Atk or Scizor (Shiny) Lv. 20- Adamant Nature. Iv's- 31/31/31/x/31/31. Ev's- 252 HP, 252 Attack, 4 Defense. Ability: Technician.
