Hmm, I think Ninjask is better then Scyther. But that's just because I like to Baton Pass.

Rapidash can't do much...

Speed Boost really makes Ninjask the better passer, as it allows you to pass speed more easily.
Still, Scyther's also good in the UU enviroment.
