I haven't done an Ubers rate before, but here goes:

Kyogre is best off with a Choice item as well as Water Spout; it's well known for either of those:
-Water Spout
-Hydro Pump/Surf
-Thunder
-Ice Beam
Nature: Modest/Timid
EVs: 252 HP/252 SAtk/4 Spe (Specs) or 4 HP/252 Atk/252 Spe (Scarf)
Item: Choice Specs/Choice Scarf

Lugia is best off as defensive; it isn't very good offensively:
-Roost/Recover
-Reflect/Substitute
-Dragon Tail/Ice Beam
-Toxic/Whirlwind/Earthquake
Nature: Impish/Bold
EVs:252 HP/176 Def/80 SDef
Item: Leftovers
Ability: Pressure

Thanks to its good defensive typing, Dialga can run a support set while hitting hard. Steel isn't a very good offensive type:
-Stealth Rock
-Draco Meteor/Dragon Pulse

Nature: Modest/Quiet

It appears to me that you're using a mixed Rayquaza, Hasty/Naive might help in that case:

I like that but I only use Thunder on Kyogre because of it missing that is the thing I hate A LOT having thinderbolt and thunder on dialga isn't so good id go with thunderbolt on flash cannon and I want to keep Roar of Time for the reason that my Spatk isnt lowered, I HATE THAT again other than that its fine
