His name is Palkia, The little wagon.

I am blue and silver all over me,
I don't like Palkia as you can see,
The spikes on my back is very sharp,
Don't get me angry, I killed Magikarp.

Now you must guess what is my name,
Isn't this how you play the game?,

Obviously, Shiny Pokemon, very easy indeed. They had higher stats in GSC.
