The Brock's Vulpix Question

In the Pokémon Original series episode "The Battling Eevee Brothers", Pyro of the Eevee Brothers offered Brock a Fire Stone that he could use on a Vulpix to evolve it, and Brock however declined. So, does anybody really know about the reason Brock declined to evolve his Vulpix?

Based on Beauty and the Breeder, Vulpix was more on loan to Brock than actually being owned by Brock, which may explain why he doesn't evolve it since he'd be doing so without Suzie's permission (and for the record, that's an example of a character not owning a Pokémon despite using a Pokeball on it).

Plus , Brock doesn't like forcing his Pokemon to evolve ! he want to raise Volpix as Volpix.

At that point in the anime the pokemons could evolve both by experience and by touching a stone. Brock decided he let the Vulpix grow naturally instead of "forcing" it to change, because using the stone would be "cheating", or "using hormones" or something.
