Trying to surf makes me surf on land

When I want to surf and click to the water-tiles, he ask me and I say yes. But he don't jumps into the water, he's still on the land. And I cant enter the water, just swim on the land.

I'd check that you don't have water on any of the layers where there is land. Make all of the layers either blank or land tiles.
