False, I have (In Yellow version at Nugget bridge, then I was dissapointed because you couldn't XD).

I can't say for sure on that one... It's not a pokemon I would ever use, but I might have just caught it for pokedex data, who knows.

Red or Blue wasn't the first pokemon game the person below me played.
