It's where you constantly go to the Emblem Board and persist on an emblem. You might get it if you beg way too much ! But if you do, most mods would prob won't want to give you one.

Iron=Umm that is my breeding request it is being breed for someone lol,

and the rash magby is also for a request, i just have not got around to it :P

well i want a sneasel with max speed primary but max attack if possible and humm ... and an adamant snover with good atk ivs and good speed ivs ill see when i can offer =3

No, some mod or smod can come find you at a board and if they think you are deserving, they mail you one, and you have to fit their secret requirements

Kinda like avatars on Neo.
