the way i like to find them is like this:
1. buy some max repels
2. go to the patch of grass east of celedon with a level 50 pokemon first and use the repel
3. dont walk, just turn around 20-30 times
4. if you dont see it, go into the gate and come out
repeat until you see it, it shouldnt take too long

No it's just a common belief that things appear more in certain areas, in truth it doesn't matter where you look, some players just like to try these things even though they know they don't work just because it somehow helps, like how people bash A and B when throwing a Pokeball.

You would need luck to find a Legendary Dog. I encounted a Legendary Dog when I was on my way to the pokemon center. XD

Just get repels and walk around... Pray to God that you will find one Legendary Dog.

Yeah, its odd, but I really can't seem to train my 'mon up fast enough for the E4, theyre around low to mid 40s, where can I train them efficiently and fast?

I'm not too keen on spending too much time training. D:

Somehow I can beat Pearl and Platinum but not this, its weird.

It's too late now but as you progress through the game you should fight all the wild Pokemon you encounter.

Trolling victory road is your best bet. Or if you can in fact take down a few E4 Pokemon, or better: E4 trainers, do so until you get your levels up.

I was wondering if someone could help me. I was thinking of doing a Grimer run on Fire Red. My problem is that I cannot decide on which moveset to use. The two movesets I have narrowed my choices down to are:

1: Toxic
2: Return
3: Flamethrower / Thunderbolt
4: Acid Armor / Minimize

or

1: Toxic
2: Return
3: Flamethrower
4: Thunderbolt

I would greatly appreciate it if you could help me decide on my final moveset.

Out of personal preference, I'd go with the second one. You would have more type coverage, plus more PP to waste use.

I'm having trouble finding a good HM slave that can learn cut,flash, and other HM's just like bidoof and stuff but in Leaf Green.

Any ideas?

Mhmm. Thanks guys. I caught a Meowth that learns cut and flash and for the moment I'll just use that. I consider surf and strength moves that can be learned for my normal party, so thanks!
